Playing through watch dogs currently I already saw a sequence featuring a female character model wearing nothing but panties I've also seen a screenshot of other female characters using this model later in the game (i have not yet reached this scene). The remove underwear mod actually works in a way that prevents the underwear models from being loaded (as opposed to just making them invisible)
Therefore that problem must be caused by some imperfection in the nude body textures, which i'd love to see fixed.
